Make sure to turn OFF the server. Fourth Step
Under the General Section, Click the Files tab Fifth Step
Click the server.properties file Sixth Step
Scroll down to till you see difficulty=[value] and edit the [value] to your prefered difficulty (peaceful, easy, normal or hard) and hit the Save Content button Seventh Step
Now, Head to the Console tab and hit Start From Console:

Type in the Console: difficulty [value], Enter your prefered difficulty (peaceful, easy, normal or hard) in the placeholder [value] From In-game:

Join your server with your server-ip Second Step
Type in chat /difficulty [value], Type your prefered difficulty (peaceful, easy, normal or hard) in the placeholder [value] There you go! You’ve now learned how to change difficulty!
